Bowie State MARC TAP: Connecting to Opportunity Around the Region
The Revenue Authority of Prince George’s County and the Metropolitan Washington Council of Governments jointly sponsored a ULI Washington Technical Assistance Panel (TAP) for a 97-acre Prince George’s County-owned site adjacent to the Bowie State MARC Station. Due to the COVID-19 pandemic, a panel of ULI Washington members met virtually from July 20-24, 2020 to analyze the development potential for the site and make recommendations that leverage existing nearby assets, including Bowie State University and the MARC station, and contribute to larger County-wide economic development goals. Playbook of Strategies
The Playbook of Strategies provides a broad of range of strategies for three key sites: Old Town Bowie, Freestate Shopping Center/Bowie Marketplace on MD 450, and parcels along US 301 in Bowie Local Town Center. In addition to the plan area corridors of US 301, MD 450, and MD 197.

Focus Area Tours
Understanding the role of urban planning within Bowie-Mitchellville & Vicinity requires extensive examination. As we plan for great places, we must take a closer look at the challenges of different places in the plan area, like the Bowie Town Center and Old Town Bowie. Let's envision together how we can strengthen this area's appeal as a destination where people can shop, eat, and play.

Bowie State University Student Focus Group
The BMVMP Team coordinated with Bowie State University and Dr. Sumanth Reddy, an Associate Professor in the Department of History and Government to complete a survey and a series of focus groups with students. The survey was conducted mid-October with 98 student participants. The Focus Groups were held the last week of October. The BMVMP Team hosted three identical one-hour virtual events with the Professor and approximately 20 students. The experience was unique for the Team and the BSU Students. THE BMVMP will utilize survey and focus group feedback to inform the plan. The BMVMP team would like to thank, Dr. Sumanth Reddy and his students for their participation and feedback. Draft Existing Conditions Report Overview
Playbook of Strategies: On November 12, 2020, the project team and consultants held the presentation of the Playbook of Strategies for the Bowie-Mitchellville and Vicinity Master Plan through a live virtual event with community members.
Draft Existing Conditions Report Presentation: On September 16, 2020, the project team and consultants held the Draft Existing Conditions Report Presentation for the Bowie-Mitchellville and Vicinity Master Plan.
Virtual Kickoff Meeting: On June 13, 2020, the Prince George's County Planning Department held the virtual kickoff meeting for the Bowie-Mitchellville and Vicinity Master Plan. View/Download the presentation slides.
County Council Initiation: On February 18, 2020, the County Council approved the initiation of the Bowie-Mitchellville and Vicinity Master Plan; as well as the approval of the project’s Recommended Goals, Concepts and Guidelines and the Public Participation Program.
Planning Board Project Initiation: On January 23, 2020, the Prince George’s County Planning Board initiated the Bowie-Mitchellville and Vicinity Master Plan. The Planning Board’s plan initiation coincided with the transmittal to the District Council for approval, the project’s Recommended Goals, Concepts and Guidelines; as well as the Public Participation Program.
Bowie City Council Meeting: On November 25, 2019, the project team briefed Bowie City Council on their current outreach efforts and the proposed project timetable.
The Bowie-Mitchellville and Vicinity Master Plan will be a guiding document formulated through public engagement to address future development in the City of Bowie and surrounding communities. This plan will replace the 2010 Approved Bowie State MARC Station Sector Plan and Sectional Map Amendment, and the 2006 Approved Master Plan and Sectional Map Amendment for Bowie and Vicinity, and will be based on Plan Prince George’s 2035. The document will carefully examine existing conditions and issues, and revisit the vision for the area. The plan will also consider new strategies for future development and any associated land use and transportation issues.
